 Youth Council



  The Youth Council coordinates youth activities and acts as a youth advocate in the community. The Council has central role in planning youth programs, determining eligible youth providers, and recommending funding. Members of the Youth Council have an interest and experience with youth programs and they represent juvenile justice agencies, housing authorities, parents of eligible youth seeking assistance, local labor organizations, and program providers.

Youth Council Membership

The Youth Council will include representatives from the following sectors mandated for participation under the Workforce Investment Act.

  • Member of Orange County Workforce Investment Board (Educators, Employers, Human Services Representatives)
  • Representatives of youth service agencies including juvenile justice and local law enforcement
  • Representatives of local public housing authorities
  • Parents of eligible youth seeking assistance under this subtitle
  • Individuals, including former participants, and representatives of organizations, that have experience relating to youth activities
  • Job Corps Representative
  • Labor Representative
  • Youth Representative

Roles of the Youth Council

  1. Approve criteria for the Request For Proposal (RFP) process
  2. Develop portions of the local plan related to eligible youth
  3. Recommend eligible
  4. Youth Service Providers
  5. Coordinate Youth Activities
  6. Conduct oversight of programs
  7. Conduct oversight of Youth Service Providers & Sub-Committees
  8. Carry out other duties as authorized by the Chair of OCWIB
