Comprehensive Economic Development Strategy (CEDS)
The Comprehensive Economic Development Strategy (CEDS) Committee, in partnership with the Orange County Workforce Investment Board (OCWIB) and on behalf of the Orange County Board of Supervisors provides an accurate and continuous economic development and management program.
To provide these services, the CEDS Committee facilitates the research and preparation of data and studies that accurately guide the future direction of development for Orange County's economy. This is done through the creation of partnerships with public and private sectors in order to provide long term, stable employment opportunities and to enhance business opportunities for an improved Orange County economy.
Economic Development Administration Overview
The following is a brief overview of the Economic Development Administration and its relationship with the Orange County CEDS Committee.
To provide these services, the CEDS Committee facilitates the research and preparation of data and studies that accurately guide the future direction of development for Orange County's economy. This is done through the creation of partnerships with the public and private sectors in order to provide long term, stable employment opportunities and to enhance business opportunities for an improved Orange County economy.
- A CEDS is required to qualify for Economic Development Administration (EDA) assistance under its public works, economic adjustment, and most planning programs.
- It is the result of a local planning process designed to guide the economic growth of an area.
- A CEDS process will:

- Foster more stable and diversified economies
- Raise income levels
- Improve the quality of life
- Protect the environment
- A CEDS Committee provides:
- A mechanism for coordinating the efforts of individuals, organizations, local governments, and private industry concerned with economic development.
- A CEDS Committee is governed under the Economic Development Administration Reauthorization Act of 2004 (Public Law 108-373)
