Orange County Workforce Investment Board (OCWIB) Minimize

The OCWIB's mission is to respond to the needs of the business community and job seekers through an integrated workforce preparation system.

The OCWIB's vision is to integrate current services in the One-Stop Centers, to move toward providing universal access to career and labor market information, and to provide other useful consumer information regarding training and education that enables our customers to make better informed choices.

To address the needs of those who are unable to compete successfully in the current labor force, OCWIB will establish a process that identifies individuals needing more intensive services and training. When possible OCWIB will leverage both public and private resources to provide the necessary resources to upgrade their skills based on relevant local labor market needs.

The goal of the OCWIB is to improve the quality, career mobility, and skills of the local workforce, and to enhance the productivity and competitiveness of local business and industry.

 OCWIB's strategic economic and workforce development goals are:

  • Employment of individuals who want or need a job 
  • Self-sufficiency and decreased welfare dependency 
  • Increase in the knowledge /skill attainment of our labor force 
  • More efficient linkage between labor supply and demand 
  • Customer Satisfaction - including both employers and job seekers 
  • Continuous improvement and cost effectiveness in all aspects of program operations
  • Fostering of high performance workplaces 
  • Career mobility for those who desire and seek it

Funding The majority of Orange County Workforce Investment Board's funds are grants from the federal government for workforce development services. The state of California and the OCWIB adopt policies or rules that apply to the expenditure of these funds. OCWIB programs are 99.9% state for federally funded, resulting in no net County cost. Listed below are the major funding streams that provide the funds for programs administered by OCWIB.
